PLEASE AND THANK YOU

Dear Breakup Girl,

I've been friends with this girl for about 6 months. And we always have a good time when we're together. I'd like to be more than friends, and we're together, I sometimes get that vibe from her. But she has this annoying tendency: She'll initiate making plans with me (i.e. go to the movies, get coffee, lunch, etc) and then when I call, she'll never call me back, or days will pass until I get a phone call. I used to let this behavior slide because I thought I'd scare her away by complaining. Now it's really starting to bother me. I know this may sound naive, but why would someone act like they like you, ask you out, and never follow up? What to do?

Why? Because she has bad manners. I dunno, maybe she's playing hard-to-get and compensating for making the first move by avoiding making the third. But still: it's rude. What to do? Phone someone who returns calls. Please.
